Methodology and source notes
Data source: USAC Lifeline program data at https://www.usac.org/lifeline/resources/program-data/. We parsed the public disbursement data, removed thousands separators from numeric fields, and aggregated by disbursement month.
Glossary source: Lifeline Disbursements Dataset Glossary, last updated September 22, 2020. USAC describes this dataset as monthly Lifeline Program dollars disbursed to Eligible Telecommunications Carriers (ETCs) since January 2018. The glossary says the fields are self-reported by program applicants and that missing values usually occur where a field was not required.
Subscriber Count is not a unique-person estimate. It is summed across source rows and should be read as subscriber-month claim volume. Negative adjustments remain in the totals because they are part of the disbursement record.

Lifeline disbursement field glossary
These definitions are adapted from the USAC Lifeline Disbursements Dataset Glossary. Field completeness comes from the glossary and helps explain why a few fields may show "Not reported" in the source data.
