NC FAST vs. ePASS: What You're Actually Looking For.
If you searched "NC FAST," you're probably looking for the way to apply for SNAP, Medicaid, or cash assistance in North Carolina. NC FAST is the state's internal caseworker system — the portal you actually use is called ePASS. And if you're on any of these programs, you qualify for free Lifeline phone service.

What Is NC FAST?
NC FAST (North Carolina Families Accessing Services through Technology) is the backend case-management system used by county Department of Social Services (DSS) workers to process applications and manage benefit cases. It's not the portal you log in to as a resident.
The public-facing self-service portal is ePASS (epass.nc.gov). That's where you apply for, renew, and check the status of Food and Nutrition Services (SNAP), Medicaid, and Work First (TANF).
Quick reference
NC FAST = the system DSS workers use.
ePASS = the self-service portal you use.
Both track the same case data. For Lifeline purposes, you'll pull proof from ePASS.
Programs Managed Through NC FAST / ePASS
- Food and Nutrition Services (FNS) — North Carolina's SNAP program, delivered via the EBT card
- Medicaid & NC Health Choice — health coverage for adults and children
- Work First Family Assistance — the state's TANF cash program
- Child Care Subsidies
- Energy Assistance (LIEAP, CIP)
North Carolina Lifeline Eligibility
If you or anyone in your household participates in any of these, you qualify for Lifeline — free phone or internet service through the federal program:
- SNAP / Food and Nutrition Services
- Medicaid (NC Medicaid, including managed-care plans)
- SSI (Supplemental Security Income)
- Federal Public Housing Assistance (Section 8)
- Veterans Pension & Survivors Benefit
- Income at or below 135% of the Federal Poverty Guidelines
How to Apply for a Free Phone
- Log in to ePASS at epass.nc.gov and grab a screenshot of your active case.
- Pick a Lifeline provider — compare Lifeline providers serving North Carolina.
- Apply with the provider — submit your name, address, date of birth, and the last four of your Social Security number, plus your ePASS screenshot or DSS approval letter.
- Get verified and receive — the National Verifier confirms eligibility and your chosen provider ships the free phone.
NC FAST & Lifeline FAQ
Can I log in to NC FAST directly?
No. NC FAST is a caseworker-only system. As a resident, you use ePASS to apply and manage your benefits. The data is the same on the backend.
What's the difference between ePASS and my county DSS office?
ePASS is the online portal; your county DSS office is where staff review applications (through NC FAST) and where you can go for in-person help. Both feed the same case record.
I applied for SNAP through my county DSS — do I need ePASS to prove I qualify for Lifeline?
No. A DSS approval letter works as proof. ePASS just gives you a faster way to grab a screenshot if you don't have your letter handy.
Does NC Health Choice (CHIP) qualify my household?
NC Health Choice is CHIP, which isn't on the direct federal Lifeline qualifier list. But the income limits that get you NC Health Choice usually mean you qualify on income — apply with pay stubs or a tax return.
