The federal Lifeline program gives eligible low-income households a monthly discount of up to $9.25 (or $34.25 on Tribal lands) toward phone service. That discount is applied by an Eligible Telecommunications Carrier (ETC) — a wireless provider the FCC has approved to participate in the Lifeline program.
Some wireless Lifeline providers structure plans so the Lifeline discount may cover the entire monthly service cost. That's why the program is commonly called a "free government phone" — many eligible customers pay $0/month for qualifying service.
Some providers also include a phone. Many ship a basic Android smartphone with eligible Lifeline enrollments, but device availability changes by provider and state. If you already have a compatible unlocked phone (including the BLU C5L Max from our shop), you can skip the free phone and bring your own.
