California created an alternative identity-document path for residents without an SSN. The key is preparing documents for both eligibility and identity before you start.

What to prepare before applying

Identity

Use the current identity documents accepted by California LifeLine or the provider. The alternative path is about proving identity without an SSN.

California address

Prepare a document that matches the residential address on the application. A P.O. Box can cause delays when a residential address is required.

Eligibility

Use active Medi-Cal, CalFresh, SSI, WIC, housing assistance, veterans benefits, or income documentation if program matching cannot confirm eligibility automatically.

Why the federal workflow still matters

California LifeLine is a state program, but many service plans also include the federal Lifeline benefit. Current California applicants may need to complete both the California LifeLine workflow and the federal National Verifier workflow.

That means an alternative identity path for California LifeLine does not automatically remove every federal step. Follow the official prompts from the provider, California LifeLine, and the National Verifier until the full plan is approved.
