Independent guide — not the government, not a Lifeline provider

Eligibility data - updated July 2026

California LifeLine income limits and qualifying programs

California LifeLine lets eligible households qualify by income or by programs like CalFresh, Medi-Cal, SSI, WIC, housing assistance, and veterans benefits.

TL;DR

The current income limits are $24,600 for 1 person, $33,300 for 2, $42,100 for 3, and $50,800 for 4. Add $8,700 for each additional household member. Program-based eligibility is usually easier if you have active Medi-Cal, CalFresh, SSI, WIC, or another qualifying benefit.

Income thresholds can be updated by the program administrator. If your application is close to the limit, use the official California LifeLine instructions shown during the current application.

Which path should you use?

If you have active Medi-Cal, CalFresh, SSI, WIC, public housing assistance, or another qualifying program, start there. Program proof is often simpler than income proof because the current benefit already shows household eligibility.

If you do not have one of those benefits, use income. For income qualification, gather pay stubs, a tax return, or another document that shows current household income. The name and address should match the application whenever possible.

Residents who need an alternative identity-document path should read the California LifeLine without SSN guide before applying.
