California has a special LifeLine path for eligible foster youth. The annual report data makes it worth treating separately from the standard household application.

How foster youth eligibility differs

Standard Lifeline is built around a household benefit. The Foster Youth Pilot exists because young people in foster care can have different household and documentation situations than a typical adult applicant.

The annual report describes expanded access and special program handling for eligible foster youth. If you are helping a youth apply, keep the documentation current and follow the official application instructions shown during enrollment.
