California LifeLine Home Broadband Pilot

California launched a three-year pilot to help eligible households reduce fixed home broadband costs, with different rules than standard free phone service.

Service type

The pilot is for fixed home broadband, not a mobile phone plan. It can apply to a standalone broadband plan or a broadband plus voice bundle if the provider participates and the plan meets the pilot standard.

Household rule

The annual report lists one subsidy per household. Keep one subsidized pilot benefit per household to avoid delays or de-enrollment.

Data allowance

Pilot plans include a listed data cap of 1280 GB. If your household has heavy streaming, work-from-home, or remote school usage, check the plan details before enrolling.

Technology approach

The pilot is voluntary and technology-neutral. Availability depends on whether a participating provider serves your exact address.

Phone Lifeline vs. home broadband pilot

If your immediate need is mobile service, compare California LifeLine phone providers first. If your household needs fixed home internet for school, telehealth, benefits portals, job searches, or remote work, the broadband pilot is the better research path.

The key distinction is the service type. A phone Lifeline plan is usually mobile voice, text, and data. The pilot is designed for fixed broadband at home, with its own subsidy amounts and plan standards.
