How the two programs stack

Federal Lifeline is a nationwide FCC program giving $9.25/month off phone or internet service. It's administered by USAC.

Fondo Universal de Servicios is a Puerto Rico-only supplement run by Junta Reglamentadora de Telecomunicaciones (JRT). It stacks on top of the federal benefit — you get both.

The good news: you don't apply to both separately. When you enroll with a participating Lifeline provider in Puerto Rico, one application handles everything. The provider coordinates enrollment in both programs.
