How to apply for Lifeline in California (2026)

Step-by-step

  2. 2. Pick a participating provider. See our California provider rankings. Nearly every major national Lifeline provider serves California.
  3. 3. Gather your documents. You'll need proof of eligibility (benefit letter, SNAP card, etc.), proof of identity, and proof of California residence.
  4. 4. Submit the application. Fill out the provider's online form. Upload your documents. Takes about 10 minutes.
  5. 5. Wait 1–2 business days. The provider verifies your eligibility through the National Verifier and CPUC (Solix-administered).
  6. 6. Activate service. You'll receive a SIM card or free phone in the mail. Follow the activation steps on the card.

Common mistakes that delay approval

  • Applying for Lifeline through more than one provider at once (you can only have one active benefit).
  • Uploading blurry or expired eligibility documents. Re-scan them if they're hard to read.
  • Skipping the identity-verification step — most providers verify through Solix or the National Verifier and will pause until you complete it.
  • Submitting a P.O. Box instead of a California residential address.
