If you're on SSI, Medicaid, a Medicare Savings Program, Section 8, or your household income is modest, you qualify for a free phone plus monthly service — and free home internet too. Here's how it works, without the jargon.

The 5 paths seniors usually qualify through.

1. Medicaid (including dual-eligibles)

If you're on Medicaid — or if you have Medicare + a Medicare Savings Program (QMB, SLMB, QI) which automatically enrolls you in Medicaid — you qualify. This covers most financially-eligible seniors.

2. Supplemental Security Income (SSI)

SSI is not the same as regular Social Security. SSI is a needs-based benefit for low-income seniors and disabled adults. If you receive SSI, you may qualify for Lifeline, subject to provider or National Verifier approval.

3. Income under 135% of federal poverty line

For 2026: $21,128/year for a single-person household. $28,553 for two people. Include Social Security retirement when calculating; exclude SSI. Many retirees on fixed Social Security qualify.

4. Section 8 housing

If you live in federal public housing, Section 8 voucher housing, or project-based Section 8, you qualify. Your housing voucher or HUD lease letter is your proof.

5. Veterans Pension or Survivors Benefit

VA needs-based Pension (different from VA disability) and VA Survivors Benefit qualify you. If you or your spouse served during a wartime period and your household income is low, check with the VA — you may be eligible for Pension and therefore Lifeline. See our veterans guide for detail.
